The Challenges Facing the Middle Eastern Aviation Industry

Recent times have posed significant challenges for airlines in the Middle East, particularly after the fallout from the Iran conflict. Not only have airlines had to suspend operations for safety reasons, but a larger question looms: Will passengers feel comfortable flying with Gulf carriers in the future, even if the situation improves? While airlines in the region hope for stability, that certainty remains elusive.

Dubai's New Regulations

In Dubai, the government has taken what many consider extreme measures to restore flight operations. Recently, it announced regulations limiting foreign airlines to just one flight per day to the city's airports, a rule that will remain in effect until May 31, 2026. According to Dubai Airports, airlines will continue to be restricted to a single daily flight until there is a possibility to allow more, with additional slots being allocated as capacity permits.

Some airlines have expressed dissatisfaction with this regulation. For instance, United Airlines is relatively unconcerned, as it only operated one flight per day to Dubai (which is currently suspended). However, for Indian airlines, this restriction has a much bigger impact, given that many of them have dozens of flights daily to Dubai, which is often their largest international destination.

Reactions from Indian Airlines

The group representing Indian airlines is urging the government to take action, calling for reciprocal policies against Dubai-based carriers such as Emirates and FlyDubai. Clearly, limiting Emirates to just one flight per day to India would have significant implications if enforced.

The Motivation Behind the Regulation

Is there a protective motivation behind this regulation? Many are skeptical about whether the Dubai government aims to shield local airlines or if there's another rationale at play. In my opinion, two issues need to be considered: one is the limitation of foreign airlines, and the other is the method of implementation.

If the decision was made to restrict foreign carriers, the manner of execution seems illogical. While reducing capacity is one option, it should be proportional to the pre-conflict capabilities. For instance, an airline with one daily flight shouldn't be allowed to operate as usual while another with ten flights is forced to reduce its capacity by 90%.

Is the Regulation Unreasonable?

Regarding the first point, I do not fully understand the rationale behind such a policy. Is it for safety reasons? If so, does one flight per day truly offer more safety than several flights? Or is this a matter of limited resources such as fuel? In that case, the policy could be implemented to prevent airlines from refueling in Dubai (aircraft from neighboring countries could easily carry enough fuel for round trips).

Challenges Ahead

It is clear that this policy appears to be primarily driven by the intent to protect domestic airlines rather than based on independent logical reasoning. Airports in the Middle East are facing numerous challenges in restoring capacity, especially as the current conflict situation remains unresolved. Although operations are gradually stabilizing, it will take a long time for things to return to normal.

This is indeed an extreme policy, and the manner in which capacity is limited seems unreasonable, especially given the diverse services offered by foreign airlines in Dubai.
